The European Commission has approved €623 million in German state aid to bolster two key semiconductor facilities. It marks a significant step in Europe’s quest for chip independence. Announced on December 11, 2025, the funding targets GlobalFoundries in Dresden and X-FAB in Erfurt. This will enhance production in critical sectors such as automotive, AI, and defense.
GlobalFoundries secures the lion’s share, securing €495 million to modernize its Dresden plant. The focus is on manufacturing chips vital to aerospace, defense, and infrastructure. X-FAB receives €128 million to establish a new open foundry in Erfurt, specializing in automotive, AI, and healthcare applications. These initiatives introduce advanced manufacturing processes absent in Europe today.
This aid aligns with the European Chips Act, aiming to cut reliance on non-EU foundries and build supply chain resilience. Both companies pledge to innovate, collaborate cross-border, train their workforces, and secure EU-priority orders during shortages. They are expected to be fully operational by 2029.
Germany’s semiconductor expansion counters global disruptions, fostering a robust EU ecosystem. Officials hail it as a model for state-backed tech growth without market distortion.
