€623 Million Aid for German Semiconductor Facilities

The European Commission has approved €623 million in German state aid to bolster two key semiconductor facilities. It marks a significant step in Europe’s quest for chip independence. Announced on December 11, 2025, the funding targets GlobalFoundries in Dresden and X-FAB in Erfurt. This will enhance production in critical sectors such as automotive, AI, and defense.

GlobalFoundries secures the lion’s share, securing €495 million to modernize its Dresden plant. The focus is on manufacturing chips vital to aerospace, defense, and infrastructure. X-FAB receives €128 million to establish a new open foundry in Erfurt, specializing in automotive, AI, and healthcare applications. These initiatives introduce advanced manufacturing processes absent in Europe today.​

This aid aligns with the European Chips Act, aiming to cut reliance on non-EU foundries and build supply chain resilience. Both companies pledge to innovate, collaborate cross-border, train their workforces, and secure EU-priority orders during shortages. They are expected to be fully operational by 2029.

Germany’s semiconductor expansion counters global disruptions, fostering a robust EU ecosystem. Officials hail it as a model for state-backed tech growth without market distortion.​
