Germany’s Federal Office for Migration and Refugees (BAMF) stopped approving new applications for state-funded integration courses in December 2025. The freeze affects thousands of migrants who need language training to integrate into German society and the job market.

Why did BAMF freeze the applications?
BAMF states that it is reviewing the applications and its internal process. They cannot say how long the review will last or when new decisions will be made.
The 2026 budget allocation for integration courses is around €1 billion. This is the same as last year. There is no official announcement of budget cuts.
Who is affected by the freeze on integration course applications?
The freeze affects people who need a BAMF “Berechtigungsschein” (authorization) to attend courses, including:
- Asylum seekers
- Tolerated persons (Geduldete)
- Some Ukrainians with temporary protection
Here is some good news.
- The freeze only concerns new approvals.
- Already running courses are not affected.
- If you have an approved participation permission, it remains valid.
NOTE: People who are obliged to attend courses via Jobcenter or Ausländerbehörde are not affected by this freeze.
What is the impact on migrants and course providers?
Course providers report that “no new authorizations for integration courses have been issued nationwide” since December. They received no advance warning.
- Planned courses are under-subscribed as course providers cannot accept new students.
- Institutions are postponing the courses, even when classrooms and teachers are available.
- Migrants are losing time, job prospects, and social connections in a tight labour market.
Who is criticizing this decision?
- Integration course providers and adult education centres (Volkshochschulen) describe the situation as “dramatic.” The German Adult Education Association (DVV) signed critical letters opposing the freeze.
- Reem Alabali-Radovan (SPD), Federal Government Commissioner for Integration, called the suspension “irresponsible” and “sociopolitically wrong.” She warns that blocking language and integration offers is disastrous for labour-market integration.
- State-level refugee councils and NGOs warn of risks for social cohesion and equal participation.
What this means for you
- If you already have a BAMF authorization or an obligation from Jobcenter/Ausländerbehörde: You can still attend your course. The freeze doesn’t affect existing permissions.
- If you need a new BAMF authorization under §44(4) AufenthG: You cannot get approval right now. Stay in contact with your local course provider and register your interest. Once approvals resume, providers will assign places.
