Germany’s federal health budget falls to €14.33 billion in 2027. That is down from €21.77 billion in 2026.
The federal health budget cut totals roughly €7.43 billion. Most of it comes out of the federal subsidy to statutory health insurance (gesetzliche Krankenversicherung, or GKV).

Why the government is cutting the health budget
The federal subsidy to the GKV health fund (Gesundheitsfonds) drops by €2 billion. It falls to €12.5 billion, below the standard €14.5 billion level.
The government is also dropping the €2.3 billion loan it paid into the fund in 2026. Combined, total funding for the GKV subsidy falls from €16.8 billion in 2026 to €12.5 billion in 2027.
Long-term care insurance (Pflegeversicherung) funding is hit even harder. It collapses from €3.28 billion to about €79 million.
The Pflegeversicherung funding drop happens because a €3.2 billion loan to the care insurance compensation fund is not being renewed. The government calls the full set of health and care insurance cuts structural consolidation.
The federal budget for 2027 totals €555.4 billion. Net new borrowing rises to €118.7 billion.
Defense spending climbs separately to €109.7 billion.

Unions and Opposition Parties Are Pushing Back on Health Budget Cuts
A coalition of 14 organizations and unions has criticized the federal health budget cuts. Among them is the Deutscher Gewerkschaftsbund (DGB).
The DGB criticizes the removal of a €25 monthly child supplement from the 2027 health budget.
CSU leader Markus Söder defended the budget reductions. He argued high welfare spending was blocking energy cost relief.
Left-leaning parties took the opposite view. They described the 2027 health budget as damaging to the social state.
Where Germany’s Health Budget Is Increasing Instead
Not every line item is shrinking. Cybersecurity funding for healthcare facilities nearly triples.
Cybersecurity funding rises from €189 million to €541 million. The increase reflects concern about cyberattacks on hospitals and insurers.

Two research institutes also gain funding. The Robert Koch Institute gets €17 million more, reaching €227.2 million.
The Paul Ehrlich Institute gains the same amount. Its budget reaches €114.8 million.
Pandemic-related spending, by contrast, is being scaled back. Pandemic preparedness contracts drop to €175 million from €336 million.
COVID-19 vaccine procurement also falls. It drops to €48 million from €59 million.
Long COVID treatment projects lose funding too. Support for these programs, including pediatric care models, shrinks from €15 million to €10 million.
The Pakt für den Öffentlichen Gesundheitsdienst fares of all among these cuts. The Public Health Pact previously received €52 million to support local health departments.

What You Should Do Before Germany’s 2027 Budget Is Approved
Keep an eye on three things as this budget moves through the Bundestag:
- Watch for insurer announcements. If you hold public health insurance, your Krankenkasse should confirm 2027 contribution rate changes as the budget process moves forward.
- Check Long COVID care funding. If you or your family rely on these programs, ask your provider whether continued support is confirmed.
- Follow the Bundestag vote. Cabinet-level drafts often change before final approval, so treat these figures as provisional.
