Germany Receives €4.6 Billion from EU Recovery Fund

The European Commission transferred €4.6 billion to Germany on May 5, 2026. The payment comes from the Aufbau- und Resilienzfazilität (ARF), the EU’s Recovery and Resilience Facility.

This is the fifth payment tranche under Germany’s Deutscher Aufbau- und Resilienzplan (DARP).

What is ARF, and how does Germany use it?

The ARF is the central instrument of the EU’s NextGenerationEU recovery program, set up in response to the economic impact of the COVID-19 pandemic. EU member states received allocations based on economic need and population size.

Germany’s total ARF entitlement is €30.3 billion. This is a grant. This means Germany doesn’t have to repay it.

To receive payments, Germany must demonstrate it has completed the agreed reform milestones and investment targets. The European Commission reviews each payment request and approves disbursement only when milestones are confirmed as met.

What Germany’s fifth tranche funds

The €4.6 billion covers investments and reforms in three main areas:

  • Digital public administration: reforms to make government services faster and more digital
  • Energy-efficient building renovations and transport: investment in building retrofits, electric vehicles, and charging infrastructure
  • Hydrogen research: funding for hydrogen technology projects

Where Germany stands in the overall program

Before this payment, Germany had received €19.8 billion from the ARF. With the fifth tranche added, the total reaches €24.4 billion.

This is approximately 80 percent of Germany’s full €30.3 billion entitlement. The remaining approximately €5.9 billion is planned for a final payment later in 2026.

The ARF program closes at the end of 2026. All payments and milestones must be completed before that deadline.

NOTE: ARF funds go to the German federal budget. They are not distributed directly to individuals or businesses. The investments funded by the ARF are reflected in specific federal programs. For example, federal building energy efficiency grants (BEG) and EV incentive programs, etc.
